I checked some of the DP's to confirm the Rate Limits hadn't been enabled during the upgrade and they are all set to Unlimited. However, if I add the Rate Limits column to my DP node in the console, all of them say "Yes" so because content distribution is so slow, I have to think that somewhere in the database, rate limits has been enabled for all of my DPs.
