We've been having similar-sounding issues [roughly] since we upgraded to 1602 - 
not resolved in 1607. Symptom is that an App Catalog install fails while trying 
to evaluate requirements. Other app install actions (Software Centre, required 
deployments) are still working, but general performance is not great (despite 
32GB RAM on the site server, I think 20GB max RAM for SQL with 11,000 devices) 
- not sure if the App Catalog issues are related to overall performance or 
separate.

We've found (and since mislaid) a reference to a Microsoft-recommended limit to 
the use of supersedence and we're wondering if this processing is causing the 
delay - no other obvious ideas at this point.

I'll try to confirm what you've mentioned below if I can work out how :)
