I believe 1602 supports an upgrade to 2012R2 but there are caveats.  You
usually have to fix some IIS and WSUS stuff.

Going to Server 2016 is not supported, I believe.  I don't even think the
ConfigMgr Team has made a statement on 2016 support yet...........maybe
after Ignite.

In that situation it is usually recommended to do a migration.

Also, it would be version 1606 as 1607 is a Technical Preview version.
