How often are you syncing your SUP? My understanding is if it doesn't see newer updates from the sync, it would get processed by the ADR. I think definitions are published every 4 hours or so? Otherwise, I think in the client settings/SCEP settings you can specify that the client go out to Microsoft if it hasn't be updated after a period of time.
