[mssms] KB3188693 - SCEP 2012 Update not showing up in Microsoft Update?

KB3188693, released 9/27/16, states this update is available from MU but none 
of my SCEP 2012 clients (Servers or PCs) are seeing it.  It does show up in SUP 
but some of my clients are standalone SCEP clients.  Any ideas?
