SW inventory is not the tool to do this. There is no guarantee that it will ever complete or send results to you, as such you can't trust the results. However I would suggest creating a CI for this and having the CI run daily (????). Anyone with those file type will be deem non-compliant and therefore are fairly easy to track down. The trick is to write your CI so that it will not overly impact the end users. This will take time and effort to complete.
