I can't find any that are in that condition in our installation, but I guess it could happen if multiple users signed into Intune Client on that one device ? In some kind of troubleshooting situation?

I was thinking that maybe there was one iPhone that they shared amongst their group and maybe they have signed into the Company Portal which each of their accounts at some point in time but after further research, all of the users are in separate departments in different offices so that's very unlikely. And even so, I'm not sure that would automatically add them as a primary user. I believe that's only done through the enrollment process. I can't think of any other reason why this phone would have multiple primary users assigned through enrollment. Any ideas?
