Turns out that they had manually installed (from the easysetuppayload folder, not through the console) the 1602 update. Currently 1602, 1606, and 1610 are showing as N/A in the updates and servicing node. Waiting for a callback from Microsoft, but wanted to see if anyone has come across this before.
