That’s not correct. Setting up an Azure tenant/account is free and Azure AD is a free service. There are many paid services within Azure, but Azure AD is not one of them.
Generally, folks only set up Azure AD in combination with one these paid services that require it – like Office 365 or Intune – but that is not required.
