(Fixed-pitch alert)
You should be able to create two panes with the first splitter,
say horizontal:

|
|
| 2 |
|
|
+-------+
Now embed another splitter in each of those,
and split them in two vertically. So you have a total of three splitter windows,
generating four panes.

||2a|2b||
|+--+--+|
+-------+
