It isn't broken, so there is no fix. There is a workaround though.

Personally, All .EXE files should be blocked. Period. I block em at the
email server, and I would appreciate any other tool that can block them
too.

I am sure you have noticed that Outlook XP by default would not receive
attachment files that with file extensions .exe or .com.
Do you anyone know how to enable them to be readable?
