Depends if you want them to install programs or not. Our company is just
setup as domain users. Nobody can install or modify anything. No desktop, no
access to local drive. The good side to this is that if a virus hits the pc
or files get deleted, we just ghost back the image and no down time, nothing
lost.

who gets "User", "Power User", and "Admin" groups.

Is Power User rarely used?  Or do you use it on just about everyone?
