does your vpn load dictate that you need a 3640 w/ the IPSec feature set?
What else have you looked at?  Have you checked out Netscreen or Sonicwall's
IPSec appliances?

Thanks to everyone who answered this thread.  We are going to wind up with a

second-hand Cisco 3640 router with IOS that will do IPSec and 3DES.  So, 
much for the cheaper route.
