John, There are a host of different ways in which you could implement an automated software installation system. If you are looking for a shrink wrap product then you could use something like Verita's WinInstall, or you could opt for a complete desktop management solution such as SMS.
Alternatively, and if you are under budget constraints (and lets be honest who isn't), you could develop your own scripted solution - which should be fairly easy because your targets are Win9x.
