If you are using Kixstart for your login scripts, you have the power already. Find the keys you want to verify, and you can use Kix to go into the registry to see what values keys have...
I used to do this with NAV updates. I would check in the registry for the values of certain keys... If they weren't the latest, I would run the update. If they were the latest, I skipped the update.
