Sorry I didn't mention it in my previous email but auditing was already
enabled for all objects.

You can turn on auditing. It will log an event then that the service was
stopped and started.

When I manually start or stop the World Wide Web Service an event is not
written to the NT Event log.  Is there anything else that has to be done for
an event to be written to the event log?  I even checked the IIS log to see
if any information was written there but nothing was written.
