I've just used Secure Copy 3 to do just this very thing, migrating local
users and groups, and it worked fine.  A little buggy on a few things, but
let me tell you, well worth the money and the few bugs.  A few didn't
transfer because, somehow, the folks who created these groups were able to
create some with reserved characters in the names (Don't ask how they did
it.  I don't know.)  In the amount of time it took for me to recreate about
10 of these groups, Secure Copy was done with the migration of the other 890
groups, including the membership.  I had only done the creation of the
groups themselves on only 10, not the migration of the actual membership.

Trust me...buy it.

If you don't have the cash, script it.  Again, a little pain up front, but
worth it in the end.  Don't try to do it manually.  It blows!!  (from
personal experience)

Otherwise, you'll have to enumerate the existing groups (NET
LOCALGROUP | FIND "*") and use that output to create new local groups,
and then populate those groups on the destination server.
