I guess there is a way in registry you can disable it, I had seen here
in few Internet Cyber Cafes where the task bar items are disabled. Check
out MSDN

We currently have Win 9x systems on our shop floor and the night shift

changing the clock which then allows them to fool the system that they

worked all night when they have actually gone home.

The system takes the time from the local workstation.
