I think if you just run the Internet Connection Wizard on this kid's profile, and make sure it's not set to dial anything, the problem should go away.
If that doesn't work, I suppose there might be a drive mapping, startup shortcut, or system service set up in the kids or all-users profile that wants to connect to your corporate network.
