You don't have time to trouble the apps nor do you have time to call the
vendors.... assign them Power Users rights and be done with it.  There are
no easy fixes to your problem.

Since we have over 1800 pcs on our network and probably over 100 different
applications.  I don't have enough time to contact vendors.  All I am
looking to do is stop any screensavers, wallpaper, and software installs by
the users.

Have you tried contacting the software vendor that you are having the issues
with? They may be better capable of pinpointing your user permissions.

professional machines as a reguler users.  However, has not been successful.
Is there an easy way to troubleshoot permissions on applications that were
not developed by microsoft.  If we make the user a member of the power users
group then most run.  An example is Quark Express.  I have tried file
monitor but it could take weeks to create a perfect image.
