IMHO, This is the wrong approach.  I would not use the everyone group
because this includes guests and potentially anonymous users via
network/internet connections.  Use the Authenticated Users or create a
group that everyone belongs to and use that.  Also, I am curious, why
implement quotas if everyone can increase them?
