  One thing I find interesting is the fact that only one person is objecting
to this.  Even completely reasonably policies are often complained about by
everybody.  If only one person is objecting, there is obviously something
very particular to that one person that makes them object.  Is it because
they are doing something unusual, or they are more experienced with
computers -- or is it because they just like complaining?  I've learned that
some people just are not happy unless they are making somebody else unhappy.  
Is this one of those cases, or is this user voicing legitimate concerns?

  You might also point out to the user that it is a question of
responsibility.  IT is responsible for planning, implementing, and
maintaining things.  If someone needs an answer about computers, they go to
IT.  And, when things go wrong, IT is held accountable.  In order to do your
job, and take that responsibility, you have to know what is going on.  I
somehow doubt this user is willing to take the blame for everything that
goes wrong with the network.

  As for the rest of it, we all know why security, configuration management,
etc., are important.  I'm sure you can provide the user with a list.  :)
