I once built a 8250 in a PC case.
When I measures the levels of the PC power supply, they were not the
correct values. This was caused by the fact that there was nothing
connected to the power supply that used power. No HD, no diskdrives, no
motherboard.
Only after I connected some stuff to the power supply, the outputs measured
at the expected values.

I don't know if this has anything to do with your problem. But it might,
because a PC power supply not delivering +5V is very strange.
Or are you using a different kind of power supply?
