It already exists. Such a program is delivered with megascsi. Perhaps you can 
also find it separately on the internet. There are actually three programs:
FDSAVE: Copy sectors to a file
FDLOAD: Copy a file to sectors
FDCOPY: Copy sectors from one disk to another disk.

Example of FDSAVE syntax:

FDSAVE drive filename.ext [/Sxx] [/Exx|/Nxx]
  /Sxx: Start sector
  /Exx: End sector
  /Nxx: Number of sectors


I hope this helps you further in your quest for the ideal sector manipulation 
tool.
