As far as I can see, Illusion City doesn't use any V9958 specific feature.
The scrolling is actually the same as e.g. Xak 2 or Gazzel, 8-step cell
scrolling.

Yes, I think you can make many people happy if you're able to develop 
something
with which Illusion City can be played on a MSX2. It really is a nice game 
with
an awesome atmosphere. And a very nice story, by the way.
