There is an English version of the Sega CD texts. It was ripped by a
Mexican guy. You can find it on Takamichi's page:

But the availability of English text is not the problem of the Snatcher
translation. The problem is replacing the text in the game. The data
structure used is complex and nobody has completely reverse engineered it
yet. If you can do this, finding a Japanese->Enlish translator will not be
a problem.
