It is certainly possible. How to do it depends on how the EPROM programmer
utility works. If it can program a raw image into an EPROM, you can simply
use the ROM file directly. Otherwise, you probably have to add some kind of
header.

Note: .bin format for EPROM programmers is almost certainly not the same
.bin used by MSX!
