If you want to control bandwidth and all you can run a FTP server that
controls it. I believe 'WarFTP' does. Just check TuCows.

neither do I, but youre making it both yourself and the visitor
quite difficult now. You'll either have no visitors at all or
become *very* busy registering all people who do want to have
access. I wish you luck and lots of spare free time :-D
Anyway, I guess you're running the ftp server on your own PC
@ home and want to keep traffic within boundaries. I can
understand that, but maybe you could think of an other solution.
Geting a (sub)domain under msx2.com might be an idea...
