The three snatcher heads are no coincidence: you will always get them after a
few rounds of playing the slot machine. That is, once you have progressed far
enough in the storyline. Before that, it's impossible to get three snatchers,
no matter how long you try.
There is something else you should do first, probably talk to someone or
visit some place in the same town where the casino is. I don't remember what
is was, sorry.
