AFAIK no, but I'm actually working on such an implementation.

There are a few programs capable of that... TRLOAD from Spain, MEGAMU from Japan and LOADROM from France. You can also use EXECROM for smaller ROM images, but you need a MegaRAM to run Mega ROMs with it. Other ROM loaders usually require some sort of hardware like SCROM (by Sean Young) and ROMLOAD (by me) which requires a Konami Sound Cartridge and can load up to 1 MegaROM images.
