I thought the solution might be to use mingw-w64-cross-toolchain, but
that does not install gcc or g++;

$ ls /Msys2/msys64/bin/*gcc*
/Msys2/msys64/bin/msys-gcc_s-seh-1.dll
/Msys2/msys64/bin/msys-gccpp-1.dll
$ ls /Msys2/msys64/bin/*gcc*
/Msys2/msys64/bin/msys-gcc_s-seh-1.dll
/Msys2/msys64/bin/msys-gccpp-1.dll
