If you need a posix environment then cygwin should be adequate; msys2 does
not aspire to do all that.
If it is just fcntl you might consider programming an alternate equivalent
using the windows' system calls.
If its not already in Mingw, there's probably a good reason but you may
only need a subset of capabilities
you can accomodate with #ifdef _WIN32 #else (_) #endif code blocks.
