From your log I see that developers of gpgme/gnupg hardcode path for gpg under 
windows: 
GPGME 2015-07-15 10:07:53 <0x12cc>  _gpgme_get_gpgconf_path: 
'GNU\GnuPG\gpgconf.exe' not found

GPGME 2015-07-15 10:07:53 <0x12cc>  _gpgme_get_gpg_path: 'GNU\GnuPG\gpg.exe' 
not found

Need to teach gpgme to get gpg/gpgconf from the current path.
