... as long as you don't violate license terms of any of the distributed 
software. The MSYS2 runtime is licensed the same as Cygwin 
<https://cygwin.com/licensing.html>. GPL-licensed software also mandates you 
have to provide source code alongside the binaries (or choose some other 
approved way to distribute the source code).
