I think you can remove the `Include=` part from the `[msys]` section from 
`/etc/pacman.conf`. (Removing the whole section seems to break the core upgrade 
detection for me, but maybe it'll work for people with `IgnorePkg = 
msys2-runtime`.) Since you already updated the repository database, you'll also 
need to add `IgnorePkg = mintty` and any others that are still being offered.
