Installing pacman requires a MSYS2 restart (for that I recommend killing pacman.exe with the task manager after you close the MSYS2 console) and base-devel includes pacman itself. If you insist on installing base-devel, tell pacman to install only missing packages using the --needed command line option.
I don't think that base-devel should include pacman, which is a core package. Consider filing a bug report in MSYS2 githug tracker.
