Alan,
This is not such an old system, only one update ...
 In a universe where that was going to be my solution I would abandon Win
platform altogether.
As it stands, I am guessing my problem will disappear when I downgrade
msys-runtime to previous version.
Before I do that I'll keep things in this state for diagnosis.
