I don't know if your gendef question was answered the package you want is mingw-w64-x86_64-tools or for 32bit mingw-w64-i686-tools
as for tcl-tk you'll want the package mingw-w64-x86_64-tcl and mingw-w64-x86_64-tk packages respectively.
