i figured out a work around for this issue, which i don't know is the best thing. apparently if during the install you select the option "Run git from windows command prompt", you will be able to use git. i haven't gotten deeper into this, but i am able to create a repository which is a lot further then i was getting before. this
workaround shouldn't be a perceived as a solution.
