[msysGit] Feature discussions: mailing list or issue database

If I want to comment on the desirability or features of a feature
request, should I add comments in the issue database, or should I post
a message on the mailing list?  Some projects want to limit comments
in the issue database to technical discussions of implementing the
feature, without discussing the underlying merits of the feature.
Other projects allow the underlying merits to be discussed in the
issue database.
