The setup.ini file is created in the installation directory only if the
user chose the 2nd ("Run Git from the Windows Command Prompt") or 3rd
("Run Git and included Unix tools from the Windows Command Prompt")
installation option, and HOME isn't set under Windows and thus needs to
be set for the Windows Command Prompt. So the setup.ini file does not
always exist at uninstall time. I recently reworked all error checks in
the installer and obviously have been to strict on this: It is okay if
deleting setup.ini fails because it does not exits.
I've fixed this an pushed Steffen the changes. Thanks for the report.
