[msysGit] Time for a git-cheetah submodule?

Hi list,

I think it is time to add git-cheetah as a submodule to msysgit's devel 
branch (to be in our next master), so as to expose it a bit more.  My plan 
is to put it into /src/git-cheetah/.

Any objections?
