Exactly, git-svn does not yet work, as stated in the msysgit
release notes.  Have a look in the msysgit list archive, there
have been discussions about this issue:

I have also tried running it from cygwin.

Can't comment on this because I'm not using the Cygwin port.
You should maybe ask the Cygwin maintainer of git.
