First of all, I think MT Certification is a very good and useful
initiative. There may be a problem in the financing model though.

Wouldn't lead this to the situation that high-end system
vendors are willing to pay the fee for certification, but low-budget
software vendors advertising as high-end won't, because they have nothing
to gain from it?
The problem of the 'angry MT vendors' would not or only partially be solved.
