Babylon appears to be an Israeli company. From a blurb on the company's
Web site:

Babylon's inception began in 1995 when Amnon Ovadia, who now leads the
company's R&D efforts, began development of a software program capable of
translating words without disturbing the reading process. Less than 18
months later, Ovadia shared the first version of Babylon, an
English-to-Hebrew translator with Babylon's CEO Shuki Preminger. And in
September 1997, together with Mashov Computers Ltd. they formed
Babylon.com Ltd.  

With a truly international team of developers - including staff members
from the United States, Canada, Germany, Argentina, China, Israel and
Australia, to name a few - Babylon.com made an early and conscious
decision to focus on the development of Internet-applicable programs and
to offer translations from English into other languages. That focus, and
the company's approach to download distribution, has allowed Babylon to
benefit from a "first mover" advantage, whereby the company has had much
success in obtaining an early customer foothold in target, non-English
speaking markets where language barriers often impede Internet
penetration.
