As for an appropriate location for the archive - have you considered the possibility of joining forces with the ACL Anthology (http://acl.ldc.upenn.edu) ? Some non-ACL publications (such as all COLING conference proceedings) are already included in the ACL Anthology. They also plan to have "mirror sites" in Europe and elsewhere, and are familiar with the logistics of maintaining such a large archive. Steven Bird is listed as the main contact person for the ACL Anthology.
