Cygwin is not the good solution, Msys is!
just use the appropriate version and you will get a working exe file
BUT the problem is that mkcls is not fully portable to Windows
It uses rand48 function, not implemented on windows AND switching to rand
function produces different results ...
Here's my config for compiling
