M-Link's is purely based on the sender role - I'm not sure we allow visitors to PM anyone - including moderators - if the x-isode#roomconfig_privmsg is set to anything other than "anyone".

Speaking personally, and as the instigator of this config item, I'm generally willing to consider whatever controls operators of large MUC services think would be useful.

So if you'd prefer to have a role-based control on the recipient, that's fine, too.
