The OP seems to have joined Launchpad yesterday - and it seems that Google is pulling out of or changing away from OpenID 2.0 to pseudo- authentication using OAuth a.k.a. Google+ Sign-In - however it is not clear that all OpenID parties such as this site are making any changes https://help.launchpad.net/YourAccount/OpenID?action=show&redirect=OpenID - I contacted the author of that page but he advised "Hello. I'm afraid I'm no longer involved with Launchpad. Perhaps if you file a bug report the current launchpad team will be able to help."
