Woohoo, thedj has dome some review and merged things up through the desktop
ogv.js patch, which gets playback working in Safari, IE 10/11, and MS Edge.
:)

Still pending distribution obviously; we'll see if they hit wmf branches or
just wait until the next branchpoint.
